Great news! Google Sites just released a new way to group pages into hierarchical navigation which translates into better usability!
By grouping sub-pages in categories you can give viewers a more detailed view of your site while keeping the overall framework simple. By default only the top-level items will be expanded, as shown in the example above. A user can of course expand and collapse any items s/he wants, and those changes will be remembered across all the pages in the site.

Also worth mentioning is the move to that in some ways gives a glimpse of upcoming features. Google Sites previously used a horizontal navigation for site settings and with the latest release it’s gone vertical. According to the Google Apps blog this is in preparatioin for additional AdSense integration that’ll be coming online in future updates.
